Job Summary:
  • Eastern Washington University is searching for a Manager of Internal Control Systems in the Office of Controller. This position will be responsible for documenting, testing and establishing internal controls as applicable. Identify and test material transaction streams in support of financial statement preparation. Provide leadership and training to professional accounting staff in university business units. Supervision of professional and fiscal accounting staff. This position reports to the Assoc. Controller in the EWU Office of Controller.

Required Qualifications:
  • Bachelors degree in accounting or closely related field
  • Experience designing, applying, documenting and/or evaluating internal control systems
  • Demonstrate and foster a culture of ethical leadership, a commitment to diversity, and encourage a supportive team-oriented work environment


Preferred Qualifications:
  • Three years of progressively responsible experience in college/university accounting or auditing environment
  • Experience preparing and/or auditing governmental financial statements using a thorough understanding of generally accepted accounting principles and authoritative guidance
  • Experience performing tests designed to detect material misstatements such as material balance testing, evaluating control risk, documenting internal controls, performing walkthroughs, etc.
  • Experience supervising professional accountants or auditors
  • Experience with integrated, enterprise level accounting software systems
  • Excellent interpersonal and written communication skills

Responsibility / Duty:
  • Direct and provide formal oversight of the periodic evaluation of internal controls over processes and subsidiary systems that interface with or support the Universitys central accounting system. This includes the identification of those systems, designing control tests, evaluating outcomes and communicating results. Ensure that fiscal procedures are updated, in place and operating as expected (those which impact financial reporting).
  • Identify material transaction streams and design tests of financial statement assertions for auxiliary and university level reporting.
  • Design and conduct interim analytical reviews to help ensure financial data integrity. Monitor and evaluate outcomes to determine appropriate action for financial reporting and to mitigate audit risk.
  • Design and establish effective reconciliation procedures between subsidiary systems and banner finance. Monitor reconciliations and assist with resolutions as needed.

  • Design and establish formal training resources for finance staff including college business officers, to include core systems (Banner, Tableau) and instruction for processing accounting documents and transactions supporting the general ledger and financial statements.
  • Collaborate and routinely engage with fiscal staff throughout the university to discuss policies, procedures, reports and internal controls.
  • Develop fiscal staff (e.g., analysts) within General Accounting for fund management roles and responsibilities to include oversight, historical and prospective (pro forma) analysis. Design and conduct training programs including audit techniques, analytical procedures, AFRS fiscal yearend reconciliations and reporting, and pro forma financial reporting.

Responsibility / Duty:
  • Oversee capital project accounting which includes encumbering and processing invoices, asset capitalization (interim and final), posting transactions in the fixed assets module, periodic reporting, depreciation, capital asset roll forward and reconciliation to the general ledger.
  • Liaison with Facilities & Planning business staff to identify projects for capitalization, timely invoice processing, allocation of expenses and accruals to the applicable reporting period, reconciliation of the capital project subsidiary ledger to the general ledger, assisting with re-appropriations, assisting with testing upgrades to the capital project sub-ledger, and periodically evaluate facility usage rates and allocation models.
  • Direct the Office of Inventory Control staff for asset tracking and validation. Conduct periodic risk assessments and recommend/implement/monitor internal controls for compliance with state administrative requirements.

Responsibility / Duty:
  • Prepare and review specialized and complex reports using high level analysis and knowledge of accounting practices and principles, ensuring timely and accurate completion. This includes but is not limited to reporting for: interim financial monitoring, endowments, external parties, and continued support of campus-wide needs.
  • Oversee statewide accounting system (AFRS/Workday) functionality as it relates to required University financial transaction reporting, plan and oversee yearend closing activities, research, analyze, communicate and resolve issues with state accounting personnel and university staff.
  • Research, interpret, establish, apply, and monitor fiscal policies/procedures to help assure compliance with federal, state and local guidelines as it relates to financial accounting and operations, fixed asset and capital project accounting (e.g., GAAP, GASB and related guidance).
  • Plan, direct, coordinate and oversee ongoing departmental operational tasks and monthly closing activities for the University finance system. Assist with annual closing activities of University finance system. Coordinate with campus-wide fiscal personnel regarding yearend closing activities.
  • Serve as point of contact for external audits. Coordinate and oversee audit preparation tasks; prepare, review and analyze financial statements and working papers, and communicate issues with responsible parties.

  • Identify, plan, control, and review the work of professional accountants and support staff within unit of General Accounting and Inventory Control.
  • Interview and recommend selection of applicants, conduct annual performance evaluations and recommend disciplinary action.
  • Identify professional development opportunities to enhance skill levels of accounting staff.
  • Monitor the budget for the Inventory Control department and provide adjustments as necessary to meet the operating needs of Business and Finance.
  • Contribute to special nonrecurring projects such as the university indirect cost proposal, OneWashington enterprise reporting platform project, and periodic risk assessments.

Salary Information: $68,516 - $95,926
